Valente is an umbrella organisation comprising various networks, including the National Network of Women’s Shelters. This network consists of Valente members who provide women’s shelter and non-residential services.
On this page, we present some facts and information about our work as an umbrella organisation.
Our goal as an organisation:
By 2030, clients who have experienced domestic violence will receive timely and appropriate support without barriers, at the place most suitable for their individual situation. Achieving this requires an integrated and system-oriented approach.

Municipal responsibility for women’s shelters
- All 342 Dutch municipalities are responsible for supporting victims of domestic violence.
- 35 designated “centre municipalities” coordinate this task with surrounding regional municipalities.
- Centre municipalities receive funding from the Ministry of Health, Welfare and Sport, which (indirectly) flows to women’s shelters.
- Both centre and regional municipalities often provide additional funding for ambulatory care, extra beds, or other services.
- Funds can also be allocated elsewhere, leading to concerns that rising costs may divert money from women’s shelters to non-specialist services (e.g., Safe Home or local teams) or unrelated purposes.
